Other Qualified Mental Health Professional (OQMHP) Requirements

NOTICE:  As of October 1, 2007, the MaineCare Other Qualified Mental Health Professionals Day Treatment certification for Children's Behavioral Health Services has been transferred from the Center for Learning, Muskie School, to the Center for Self Determination, Health and Policy, at the Maine Support Network. Other Qualified Mental Health Professionals-PNMI and Home Based Services certification continues to be handled by the Center for Learning, Muskie School. Motor vehicle, child protective and Bureau of Identification background check – every three years

And professional or other adequate liability insurance coverage and compliance with licensing requirements for Children’s Behavioral Health Services AND maintain staff approvals in the individual’s personnel file

 

 

Behavioral Specialist I (issued by BHSI)

Age 18 plus, HS diploma or equivalent, relevant life experience can include post HS or equivalent education or other specialized training; paid or volunteer work, care for a family member. Providers use professional judgment to determine relevant life experience and completion of BS I training

BS I Provisional meets all of the requirements of BS I but has not completed BS I training – must schedule within 30 days of hire and must finish within 6 months for BS I without bachelors degree and within one year for those with a bachelors degree

 

 

 

 

BS I certificates are issued by BHSI upon completion of the BS I training

BS I - 4 hours per month of clinical supervision by BS II.

BS I Provisional must receive 6 hours per mo. of BS II clinical supervision

DHHS/DOE Guidelines:  As of October 1, 2007, the OQMHP/Day Treatment certificates will be issued by the Maine Support Network as designated by the Department of Education. Staff must submit documentation of training in 9 specified areas and proof of current certification by DOE as an Education Technician.  For those with bachelor's degrees in psychology, social work, rehabilitation, sociology or a related field from an accredited university or college, staff must provide documentation of training in First Aid, CPR, and non-aggressive techniques of physical intervention

Case Management

 

Supervisors must have experience as a case management supervisor, be knowledgeable of the public education system, have training in flexible funding and family focused services

Level I

 

Agency staff who have parented a child or adolescent with special needs  and have qualifications, training, and supervision as  specified by the provider and approved by BDS Children’s Services

Level II

 

Bachelor’s Degree from accredited 4 yr institution in psychology, mental health and human services, behavioral health, behavioral sciences, social work, child development, special education, counseling, rehabilitation, sociology, nursing or closely related field  OR


Bachelor’s Degree from an accredited four (4) year institution of higher learning in an unrelated field and at least one year of full-time equivalent relevant human services experience
OR
Master’s Degree from accredited institution in social work, education, psychology, counseling, or closely related field OR be a registered nurse with at least 2 years of fulltime equivalent psychiatric experience with children or adolescents

 

Case Manager supervisors must be a licensed psychiatrist, licensed psychologist, licensed clinical social worker, licensed clinical professional counselor, advanced practice psychiatric nurse or a licensed social worker as defined below in Section 13.12-4(4) Professional Staff.

Supervisors of MR or PDD case managers must  have a Bachelors Degree and 4 years of field experience

Document staff qualifications and maintain in the employee’s personnel file, including proof of degree and experience and approval by DHHS-Behavioral & Developmental Services Children's Services as required for Level I

DHHS-Behavioral & Developmental Services to provide appropriate guidelines for OQMHP. Provider is responsible for maintaining the staffing standards and documenting that the standards have been met.  Documentation shall include OQMHP-C certificate issued by CFL.

Four year degree in psychology, rehabilitation, social work, child development, special education, mental health and human services, social and behavioral sciences, behavioral health, behavioral sciences, or human development or closely related field

 

Staff must work under regular documented supervision

PNMI

(Personal Care Services must be prescribed by a physician.)

OQMHP must have education, training and experience which qualifies them to perform certain mental health functions AND Written verification of BDS (or designee) certification maintained in BDS or its designee’s files

(In addition Personal care Services staff shall successfully complete standard first aid training and become certified to provide CPR within 6 months of hire AND shall adequately perform personal care services to minimum standards set by DHHS-Behavioral & Developmental Services)  

Effective July 1st, 2005, the Department will require all applicants to complete training in CPR and First Aid before they provide any direct services to children.

Bachelor’s degree in psychology, social work, child dev't, special ed, rehabilitation, sociology or a related field; OR a Bachelors degree in another field and advanced training in one or more of the above disciplines OR training in 9 specified areas.  Certification is retroactive to the date-of-hire if training is completed within 90 days.  When the training exceeds 90 days from date-of-hire, the OQMHP/PNMI certificate will be effective on the date that the training is complete. OQMHP-PNMI Certificates issued by CFL with effective date in place of date of hire.

 

Supervised by licensed, certified, or registered health professional with the supervisory relationship having been described to and approved in accordance with licensing regulations.  (Personal Care Staff must be supervised by an R.N.)
