The Center provides training and technical assistance (T/TA) to help State and Tribal child welfare agencies develop and implement quality improvement (QI) systems and meet federal requirements for measuring child and family outcomes. A basic framework for QI guides our approach to assessing and helping child welfare agencies, contracted providers and courts develop and improve their QI systems:

Specifically, we offer resources and technical assistance in the following areas related to QI:

  • developing and implementing qualitative case review systems, such as the CFSR process;
  • implementing model QI practices and techniques from other State and Tribal agencies;
  • training QI staff to provide ongoing technical assistance and support in the agency;
  • using data and information in decision making at all levels of the agency (e.g., administrators, managers, supervisors and workers); and
  • developing measurement strategies for CFSR Program Improvement Plans.
