Maine Department of Corrections (MDOC)
Since 1995, SAC and MDOC have collaborated through a state-university partnership to conduct recidivism research, evaluate adult and juvenile correctional programs, and provide technical assistance, training and organizational development services. In 1999, MDOC transferred the state statistical analysis center to the USM Muskie School of Public Service to ensure a non-partisan, research-based approach to providing justice data and statistical analyses to the state. In 2003, MDOC and the Muskie School entered into a Memorandum of Understanding to further define and affirm the parties’ continuous commitment to the partnership.

Maine Department of Public Safety (MDPS)
Since 1999, SAC has collaborated with MDPS to conduct studies involving Maine’s Incident-Based Reporting System and Maine’s Criminal History Record Information System (CHRIS). In 2007, SAC and MDPS collaborated on a successful proposal to the Justice Research and Statistics Association (JRSA) to develop MJCP capacity to generate criminal history record information for drug and operating under the influence (OUI) offender profiles.

Justice Research & Statistics Association (JRSA)
JRSA is a nonprofit organization of state Statistical Analysis Center (SAC) directors, and other researchers and practitioners throughout government, academia, and criminal justice organizations. JRSA conducts and publishes policy-relevant research on justice issues, provides training and technical assistance, and maintains a clearinghouse of state criminal justice activities.

National Institute of Corrections (NIC)
The National Institute of Corrections (NIC) is an agency within the U.S. Department of Justice, Federal Bureau of Prisons.
NIC provides training, technical assistance, information services, and policy/program development assistance to federal, state, and local corrections agencies.
Through cooperative agreements, NIC awards funds to support our program initiatives.
NIC also provides leadership to influence correctional policies, practices, and operations nationwide in areas of emerging interest and concern to correctional executives and practitioners as well as public policymakers.

Training (J-SAT)
J-SAT, an international consulting firm located in Boulder, Colorado, brings Evidence Based Practices (EBP) and performance measurement strategies to federal, state, and local correction agencies through system evaluation, training, and assessment and tool development services. In addition to working on NIC’s Implementing Effective Correctional Management of Offenders in the Community: an Integrated Model (Adult Offender Recidivism) project, MDOC, SAC and JSAT have worked collaboratively on several initiatives aimed at improving EBP and measuring outcomes in community corrections. J-SAT, working jointly with SAC and the MDOC juvenile services division (DJS), designs and delivers a comprehensive training strategy for DJS management, field and facility staff that integrates the practical application of evidence based principles, actuarial risk assessment, motivational interviewing and correctional case management. This collaborative project has: (1) Certified all DJS field staff in YLS-CMI (per MHS requirement); (2) Increased inter-rater reliability and improved the use of the tool; (3) Provided ongoing coaching to staff to ensure fidelity and a high skill balance through individualized tape critiques and coaching; and (4) Evaluated the impact on training on participants.

SAC provides guidance and assistance in conducting community assessments (including conducting focus groups, developing surveys, and analyzing data) as part of the Mobilizing for Action through Planning and Partnerships (MAPP) process.

University of Maine School of Law
Because of its relatively small size and excellent faculty to student ratio, Maine Law affords one-on-one interaction with a distinguished faculty, who are actively engaged in public service, legal policy, and scholarship on the state and national level. SAC collaborates with Maine Law’s Juvenile Justice Clinic.
SAC also collaborates with the Law School on other public policy and research initiatives. For example, in February, 2008, SAC Research Associate Mark Rubin presented “Getting a Handle on Maine’s Prison and Jail Populations” to members of the Maine Legislature. SAC, the Law School, the Margaret Chase Smith Policy Center and Maine Development Foundation participated in the initiative.

Cumberland County Jail
In 2006, Cumberland County hired SAC to help provide information for county planning purposes. SAC analyzed data extracts from Cumberland County jail’s information system to produce briefs entitled Characteristics of Repeat Offenders at the Cumberland County Jail in 2005 and Cumberland County Jail 2005 Pre-Arraignments.

Maine Coalition Against Sexual Assault (MECASA)
For over 30 years, the Maine Coalition Against Sexual Assault (MECASA) has represented and served Maine's ten sexual assault support centers. MECASA works toward ending sexual violence by providing public policy advocacy, assistance to Maine's sexual assault support centers, public awareness and prevention activities, and statewide training.

Maine Coalition to End Domestic Violence (MCEDV)
The mission of the MCEDV to create and encourage a social, political, and economic environment in which domestic violence no longer exists, and to ensure that battered women are supported and that batterers are held accountable. MCEDV mobilizes and coordinates community action through a statewide network of domestic violence projects. Through these partnerships, we focus our resources on public policy, education, and systems advocacy.

National Institute of Justice (NIJ)
NIJ is the research, development, and evaluation agency of the U.S. Department of Justice and is dedicated to researching crime control and justice issues. NIJ provides objective, independent, evidence-based knowledge and tools to meet the challenges of crime and justice, particularly at the State and local levels. The Institute actively solicits the views of criminal justice and other professionals and researchers to inform its search for the knowledge and tools to guide policy and practice.

Girl Scouts of Maine
The Girl Scouts of Kennebec Council collaborated with SAC to design, produce and disseminate a baseline report of national and state data related to girls’ strengths and needs in the areas of health, education, psychosocial and other social indicators. SAC identified, compiled and analyzed secondary data sources, reviewed the literature to place the data into context, and contributed written descriptive findings for inclusion into the final report, entitled Maine’s Future: A Report on the Status of Young Women in Maine.
