Project Evaluation Report

This is the final evaluation report on the Integrated Information Management in Child Welfare Supervision project. This project began operating on October 1, 1998 and officially completed its work on September 30, 2000. Its aim has been to (1) develop and field test a competency based curriculum to support the training of child welfare supervisors on practical applications of information management and (2) disseminate a field-tested curriculum to a national audience of public child welfare agencies for their use. The project has been evaluated formatively -- that is, developing interim information and findings about project performance as they come to light -- and summatively -- by which is meant generating a comprehensive assessment of the project and its products at the finish.

It is clear from all the evidence cited in this report that the project has fully realized or exceeded its original aims. Project work was carried out in remarkable conformance to the work plan established at the start. Products were developed and tested on time and in good order. Five states-three more than originally budgeted-participated during the project's second year. Trainers from the states found the national curriculum effective, comprehensive, and highly adaptable in fashioning tailored curricula specific to there own purposes and training needs. And if trainee assessments as reflected on the Likert-scaled event evaluation instruments are at all indicative, the events themselves were perceived to have largely succeeded in realizing their learning objectives.
