STOP Formula Grant Program

The STOP (Services, Training, Officers, and Prosecutors) Violence Against Women Formula Grants are awarded to states to develop and strengthen the criminal justice system’s response to violence against women and to support and enhance services for victims. Each state and territory must allocate 25 percent of the grant funds to law enforcement, 25 percent to prosecution, 5 percent to courts, and 30 percent to victim services. The remaining 15 percent is discretionary within the parameters of the Violence Against Women Act (VAWA). Grant awards are made to state governments, and interested tribes and organizations should contact their respective State Administrative Agency for information about obtaining funding from this program.

Progress Reporting Update

In 2024, MEI and OVW will launch a web-based tool for progress reporting. Due to this change in the formula reporting process, STOP Formula administrators will be required to submit subgrantee data directly to VAWA MEI via the new progress reporting tool by June 30, 2024. Administrators need to download their reporting form from this website (click on “STOP Formula Administrator Reporting Form” below) and submit their administrators form as an attachment in JustGrants by June 30, 2024.

This webinar will demonstrate how to navigate and use the State Administrator Dashboard, how to invite subgrantees to fill out a progress report, and how to complete a subgrantee report. We will also review the resources available to administrators in their efforts to support subgrantees as they report in the new tool for the first time. This webinar will be recorded for any administrators who cannot attend.
