Grants to Encourage Arrest Policies and Enforcement of Protection Orders

The Grants to Encourage Arrest Policies and Enforcement of Protection Orders are designed to encourage state, local, and tribal governments and state, local, and tribal courts to treat domestic violence as a serious violation of criminal law requiring the coordinated involvement of the entire criminal justice system. Grant funds may be used for implementing mandatory or pro-arrest programs and policies; developing policies and training in criminal justice agencies to improve tracking of domestic violence and dating violence cases; and creating centralized domestic violence units consisting of police, prosecution, or other criminal justice agencies. At least five percent of the funding for this program must be available for grants to Indian tribal governments.

Reporting Requirements

As a result of VAWA 2000, all grant recipients are now statutorily required to report on the effectiveness of their projects, and the Attorney General must now report to Congress on the effectiveness of each grant program. Therefore, grantees funded under this program must collect and maintain data that measures their effectiveness. Grantees are required to submit a Semi-Annual Progress Report.

Download a draft of the revised form and instructions in PDF format for reference purposes only.    The revised form will not be available for use by June 30, 2008.  OVW will grant an appropriate extension for the report due July 30th for the January 1 through June 30, 2008 reporting period.  Grantees will be notified by OVW when the new version is available for reporting on GMS and will have thirty days from the notification date to complete the form on GMS.
To submit your Progress Report to the OVW, you will have to download the form from the GMS system. To download the Progress Reporting Form from the GMS system, review the Quickstart Guide to Progress Reports. For more detailed information, review the Operating Instructions for the GMS External User document.
